Fresh Install Error

Need Help!! I attempting a fresh install on a linux based server...and I only get to step 3 when I receive this error:

Fatal error: Call to a member function on a non-object in /home/content/domainname/setup/check-permission.php on line 6

I am using the latest release package 1.1.6.1

I'm anxiously waiting to try your script

The administrator has disabled public write access.

try to skip this process by open
root_path/setup/step3.php

and remark line 22

//include("check-permission.php");
